[geos-devel] PSC refresh: welcome Regina

5 positive votes over 5 active members.

So I'm declaring the motion passed with Regina Obe
replacing inactive member Gary Crawford in the GEOS PSC.

Shall Gary want to come back he's welcome to look for
a new nomination, as per RFC1.
